The City of Biggs is undertaking the update to its Housing Element, which will cover the planning period of 2022-2030. As one of the elements of the City’s General Plan, the Housing Element is a statement of the community’s priorities with respect to housing its residents. It is a community plan for all types of housing for the next eight years.
Revised Draft Housing Element “v2”: In response to the preliminary comments from HCD, the City has posted a Revised Draft Housing Element “v2” on the City’s Housing Element website on May 31, 2023 and sent an email to all Biggs Housing Element subscribers to solicit comments between May 31, 2023 and June 7, 2023 (7 days). Edits to the initial draft “v1” are shown in track changes in “v2”. The Revised Draft Housing Element “v2” was not adopted by the Biggs City Council. The purpose of this draft was to respond to HCD’s requests within the initial draft 90-day review period. The revised draft “v2” can be accessed here.
Further updates to the draft will be posted on this webpage after comments are received from HCD and prior to the adoption of the final Housing Element by the City Council.Your Input is Essential!
Broad public participation is an essential component of the Housing Element update process, and we hope that all City residents will utilize this webpage as a tool to become informed and stay engaged.
Community Meeting #1
This hybrid community meeting was held October 7, 2021 included an in-person introduction to the Housing Element which was broadcast live on Zoom for residents to view at home. Attendees then participated in a breakout group discussion of housing needs and issues. Community Surveys:
The City conducted two surveys designed to solicit input on housing needs and goals. The first survey took place in August-October 2021 and the second survey took place in November 2021. Download the results below.

This virtual community meeting was held November 18, 2021 and included an introduction to the Housing Element, interactive polls, and a question-and-answer session. Attendees then participated in a breakout group discussion of housing goals and programs.
